    Murphy James Foster (January 12, 1849 – June 12, 1921) was the 31st Governor of the U.S. state of Louisiana, an office he held for two terms from 1892 to 1900.[1] Foster supported the Louisiana Constitution of 1898, which effectively disfranchised the black majority, who were mostly Republicans. This led to Louisiana becoming a one-party Democratic state for several generations and excluding African Americans from the political system.

    Louisiana followed Mississippi (1890) and other southern states in adopting a new constitution with devices to disfranchise blacks, then a majority in the state, chiefly bygd making voter registration more difficult.     1897 Biography - James M. Foster

    Foster, James M., was born in the town of Yates, Orleans county, N. Y., November 20, 1830, a son of James and Willina (Thomas) Foster. He was reared on a farm and educated in the common schools and Genesee Wesleyan Seminary. In 1851 he married Permelia B. Cady and they have four children: Frank L., Emma J., A. Clark, and James R. Mrs. Foster died and in 1863 he married Mary A. Woolson, and they have three children: C. Burt, May E. and William E. In 1866 he removed to Porter and bought 105 acres of land and has since added one hundred acres, and now follows general farming, lager raising and fruit growing. Mr. Foster is an ardent Republican and has been justice of the peace for eight years, supervisor one year and justice of sessions for one year. He is a member and present master of Ransomville stuga No. 551, F. & A. M., and is also a Scottish Rite Mason and a member of the lodge at Lockport.
